First-Ever Rappelling and Rope Manship Training in CALABARZON Opens Opportunities for Soon-to-Be-Released PDLs

Soon-to-be-released Persons Deprived of Liberty (PDLs) from the Bacoor City Jail Male Dormitory take part in the region’s first-ever Rappelling and Rope Manship Training on August 15, 2025. This initiative supports rehabilitation and reintegration programs for PDLs.
Joint Efforts of BJMP Bacoor, BFP Bacoor, and PCES Inc.
The Bureau of Jail Management and Penology (BJMP), under the leadership of JSUPT Christopher Penilla together with the supervision of JO1 Yvette C. Melgar, made the training possible. The Bureau of Fire Protection (BFP) Bacoor, and Philippine Central Engagement Services, Inc., under the chains2chances.com/ website which provides employment pathways for PDLs, also supported the training.
Fire Officer 3 Marco Moralina led the training. FO1 Hans Murry R. Robis and FO1 Ib Napol Salud assisted him and shared technical expertise on rappelling, ropemanship, and rescue operations.
What is rappelling training?
Rappel training focuses on guiding individuals on the proper descending of vertical surfaces through the use of a rope and specialized equipment. It highlights safety and proper technique. This training is also essential for various activities like mountaineering, climbing, military, and rescue operations.
What is ropemanship training?
Meanwhile, ropemanship is the skill of handling and working with ropes, including knot-tying, rope maintenance, and the applications of rope in different uses like climbing, rescue, and outdoor activities. It also includes the knowledge on different types of ropes and safety guidelines. It is also the ability to create and use the rope systems for specific purposes.
Moreover, FO3 Moralina specified that the foundation of every successful rescue lies in the principles of 3’s, Safety, Sureness, and Simplicity.
Messages of Hope and Encouragement
The program opened with messages of encouragement from SOJ3 Jay Jay R. Razal of BJMP Bacoor and Ms. Jazmine Danielle Gundran of PCES. They both highlighted the significance of resilience, continuous learning, and hope for PDLs preparing to return to society.
Beyond Rope Training
Beyond the ropemanship and rappelling training, the soon-to-be-released PDL’s will undergo a glass-cleaning training. A partner company already committed to hiring trained PDLs for future employment opportunities.
Importance of Skills Training for PDLs
This training initiative benefits soon to be released PDL’s future employment. It also mirrors the dedication of the BJMP to put extra effort and to strengthen the programs including the reintegration and rehabilitation for PDL’s.
